Kep Chuktema, the governor of Phnom Penh city, told Radio France Internationale yesterday afternoon that the main reason for the death was due to the large number of people on the bridge. This reason was why the regretful tragedy took place. In response to the accusation that this tragedy was caused by inadequate security preparation, Kep Chuktema explained that: “If you can see the third night [of the water festival celebration], then you will see what was the crowd of people who came to the Bon Om Touk festival. I am truly responsible for the security and order preparation, but if you imagine that in the entire city Phnom Penh, there was no less than 4 million people who came in to see the Bon Om Touk festival, there was no incident whatsoever. This year, we are very happy to see that the preparation was done the best possible. But, it was unintentional that we did not think this tragedy could take place.”
